The Barangay of Larrazabal is in the Municipality of Naval on the west coast of Biliran Island in the small Province of Biliran. Larrazabal is named after the Larrazabal Family who once owned much of that area, but in recent years it has been taken over by the Biliran Government and has become the home to many offices such as Department of Education, Police and Fire. Larrazabal is also home to the Biliran Sports Complex with its large abandoned Swimming Pool and Sports Field but is said to be restored as Biliran Province will host EVRAA 2017. Biliran Housing Project also covers a large lot of land in Larrazabal planned to be for affordable housing for Government workers, but also nearby is a Relocation Housing Project for those affected by past Typhoons.

Naval, Biliran (5 August) -- The biggest pro-poor project ever in the province of Biliran was finally realized and formally turned over yesterday to the beneficiaries during the inauguration and blessing of the 100 Core Shelter units located at Sitio San Roque, Barangay Larrazabal Resettlement Area, Naval, Biliran. According to Miss Flordeliza Trani, Provincial Social Welfare and Development Officer, the project was made through the joint undertaking of the provincial government of Biliran headed by Gov. Rogelio Espina with a P1.7 M financial counterpart, the National Disaster Coordinating Council, P1 M and the DSWD National Office with P2.5M. The beneficiaries of the 100 Core Shelter Units are residents living along the shorelines of Sitio Tagumpay, Sto. Niño and Sitio Laca, Sto. Rosario, all in the municipality of Naval who have always been victims every time a typhoon strikes in the area. Assistant Secretary Ruel G. Lucentales of the Department of Social Welfare and Development who was the guest of honor during the inauguration and blessing of the project, was greatly impressed with the "paradise-like" setting of the core shelter units. He said that the Core Shelter Housing Program is a long time program of DSWD which was intensified during the administration of President Gloria Macapagal Arroyo. It is geared towards giving the underprivileged members of society especially those living in calamity prone areas and places where armed conflict is present. He added that the provision of a housing unit to the underprivileged members in society is one way of restoring dignity and giving importance to the plight of the Filipino masses as well as giving them security as they are now living safely in their new homes free from hassles brought about by typhoons and armed conflicts that affect the communities where they previously resided. Furthermore, he said that the realization of any Core Shelter Program like the 100 Core Shelter Units in the province of Biliran depends largely on the full support of the local government units in coordination with the concerned national line agencies and the active participation and involvement of the beneficiaries especially in the construction of the housing units. For his part, Gov. Rogelio J. Espina said that the housing program of the province of Biliran is like a dream which, after one year of sacrifice, was realized with the construction of the 100 Core Shelter Units. Gov. Espina added that big infrastructure projects in the countryside like the construction of the 100 Core Shelter Units in the province of Biliran, which is one of the major thrusts of the PGMA administration are not noticed by her political detractors in Manila who keep on making political tirade that deter this country from taking off to greater heights. He appealed to everybody to continue helping one another and to continue being united in order to fast tract progress and development that every citizen aspire for not only for this generation but for the welfare of the future generations. Mayor Gerardo Espina, Sr. of Naval, in his message, stated that the kind of progress and development that occurred in the municipality of Naval and the in the province of Biliran, is the product of the unity of plans of the present leadership which is geared towards uplifting the quality of life of the Biliranons. Naval, Biliran (22 June) -- No less than the top official of the Department of Social Welfare and Development (DSWD) in the country in the person of Secretary Celia C. Yangco graced the turn-over and blessing ceremony of the Phase-II of the Core Shelter Project in the province of Biliran. Sec. Yangco who was accompanied by DSWD-8 Regional Director Letecia T. Corillo and other key officials of DSWD-8 personally witnessed the turn-over and blessing ceremony of the 50 housing units located in Sitio San Roque in Barangay Larrazabal, Naval Biliran yesterday. The new nits are constructed in an almost two hectares lot owned by the provincial government of Biliran. It is situated beside the 100 housing units under the Phase-I of the Core Shelter Project that accommodated families who are victims of typhoon Milenyo in 2006. Phase-II of the Core Shelter Project is a project jointly funded by the DSWD and the Provincial Government of Biliran aimed at providing decent concrete homes to families residing near the shoreline whose houses were destroyed by typhoon Frank which hit the province sometime in 2008. Each unit of the Phase-II of the Core Shelter Project which costs P90,000 has a floor area of 5x4 meters. It is designed to withstand a 180 wind velocity and an earthquake with a moderate intensity level. DSWD has allocated P3.5M for the project while the province of Biliran has allocated P10,700 per housing unit. Secretary Yangco in her message during a short program at the project site stressed the role of the beneficiaries in the Phase-II of the Core Shelter Project in the development and progress of the new established community they are living at present. Secretary Yangco pointed out that each member of the community has the obligation to participate in any undertaking geared towards the upliftment of the whole community especially in giving importance to education by sending their children to school.
