Could the Roble Ship actually be discouraging a fast Super Cat style ferry running on the Cebu to Naval route?
A new fast ferry service might not want to go into competition with Roble for passengers on that route, so if Roble ever decided reduce its Naval service it might actually benefit Biliran Province by encouraging another company such as 2Go Travel, Weesam Express or OceanJet to start a route to Naval.
