Walk downntown Naval any day and evenings, and you will be bombarded with smoke from the many sidewalk Lechon stands, as well as the carbon monoxide from the vehicles exausting poisonous smoke crawling past. Mostly done by Trucks, Busses, and Jeepny's. No policing of the Laws. Its been that way for many years, and the local Govt does not do anything about it. Any motorist who knows and obeys the laws of the road, will tell you that Naval as well as all around the Province, would have to be the worst in the Philippines for avoiding accidents with MANY DOGS on the highways, vehicles with bald tires, no stop lights or turning signal lights, with so many riders and drivers having no idea's of safety and looking before they make turns, or pull out from the side roads seem to be waiting to be hit, then blame the one who hit them, if they are able to. Sikad's on the highways with NO lighting at night and raining, would have to be the nightmare you didnt want any Tourist driving or riding a motorcycle in Biliran Province to have. It is Illegal for the Sikad's to do so, but the Govt or authorities do NOTHING about it. It's bad enough having to avoid them in the daytime, with the riders having no idea of safety or road rules. Once again, no policing of the Laws. Ask the Naval Hospital staff of what percentage of the patients are from road accidents in Biliran Province. The Govt could save so much in funding if they only policed and acted with the laws on the roads and highways. It would also make Biliran Province a so much more pleasant and safer place to come for Tourists from overseas and the Philippines, as well as for those who live here that are still waiting to see the Laws policed and acted upon.
