Most people travel first to Kawayan town on the north coast of Biliran Island to catch a boat to Maripipi or Sambawan Island, but from experience you might find boats from Naval are cheaper. I was asked for 2,500 for a ride from Kawayan to Sambawan for three people, yet we managed to get another boat from Naval Town for just 2,000. Considering that Naval is over twice the distance from Sambawan than Kawayan, and the Naval trip was for the whole boat! So we decided to bring a few more friends.
Plus getting a boat from Naval means you get a great tour along the coast of Naval, Almeria and Kawayan before going out to sea towards Maripipi.
Hopefully more regulation will be made on passenger boats giving tourists a more fair deal on boat trips, but until then I would recommend asking local fishermen if they would take passengers.
